I really appreciate your help. When attempting to use the scroll wheel (either through the touchpad or with and attached wireless mouse) I can't scroll within certain windows. The other possibility is your wheel click is broken. There are usually several tabs here, you will have to hunt for which one will be relevant for your touchpad. When I mouse over the inactive Chrome window and spin the scroll wheel on my mouse, that window scrolls. One possibility is your mouse has its own driver and you have change your settings there.
