this stab in the dark had no effect. Nope... This program lets you take screenshots of the whole screen, only a certain program, free-form, or rectangular snips. Irv, in Windows 7 it is not linked to tablet PC - only in Vista.

How can I get it back and in working order? So far, no other on-board software has exhibited any peculiar behavior. There's too much stuff that I've loaded in the meantime. MS is silent on this and provides no downloadable replacements, and I found no MS fixes either.
Everything else is on drives D to Q. Double click 'Programs and Features'. Who would have guessed, but that was my solution. Locate the file "SnippingTool.exe" and double click on it to launch.
After the computer restarts, go back into Control Panel and repeat the same procedure Add the check mark to the 'Tablet PC Optional Components' Reboot the computer again.
