From what we understand, this has already been enforced in Italy. Just wanted to share my findings and help others in similar situation as I found the way around: SecurityKISS Tunnel - you'll google it out. Vodafone HQ informed me that due to congestion they prevented Skype audio working but if I paid €20 per month extra they would provide an add-on to rectify problem.I didn't know
