I tried few other scripts but nothing seems to get my existing alerts working. It ended up being a credentials problem on the Windows Sharepoint Services Timer on the server. I changed the local account's password, started the service and my 25+ test notifications were I am assuming the reason for this is because they are very flexible and generally work pretty well.
